Motor vehicle crashes are the leading cause of death among U.S. teenagers, according to the Centers for Disease Control and Prevention. In an effort to put a halt to these preventable deaths, all states and the District of Columbia have three-stage “graduated driver licensing” (GDL) laws that are aimed at young drivers’ immaturity and inexperience (which are the primary factors contributing to fatal crashes by teens). While laws vary from state to state, restrictions vary from instituting probationary driving periods (ranging from 3 to 12 months) to raising the driving age. It is estimated that these GDL laws will reduce crashes involving teens (and 16- and 17-year-olds, in particular) by 20 percent to 50 percent.
